Apart from various "Achievements" and "Tasks", there is currently no way of getting vivre cards for Kizaru. And since those vivre cards are far from enough, there is currently no way of obtaining Kizaru until further game updates that will give more possibilities (most likely future chapter 12 that might contains the Marine HQ fights). He costs 80 vivre cards, so he starts with 3 stars.
